Oil is a special and very valuable resource that can only be obtained by placing Oil Platforms over oil fields. However, these usually are very scarce and often very far away from the colony.
Strategy
A high-end resource that you shouldn't bother with until you have access to the foundry. It's necessary for high level buildings and units, but until then, you can safely ignore the oil fields.
