Caelus is one of the New Empire's best agents. Along with Calliope, he is responsible for recovering lost technologies of the past world. He uses the Destroyer, a heavy gun that fires powerful explosive projectile that can kill multiple infected at once, does high damage, but has a slow firing rate and take some time to load, like snipers. He also has higher health but slower movement speed. With the right upgrades, he can kill several infected, or a Harpy/Venom, in one shot, which makes him better choice for dealing large infected horde in high difficulty.
The The New Empire campaign provides multiple permanent perks (upgrades) for Caelus, dramatically increasing their power and survivability.
1 perk point is gained from completing each Scouting Missions for the first time, regardless of difficulty.
Each perk costs 1 point, and can be initially refunded after being allocated.
Once a mission is completed, or the campaign save exited from then reloaded, the perk cannot be refunded. Losing a mission allows refunding of the perk.
The 4 centre perks (bolded) are initially available for purchase, with any adjacent perks (including diagonal) to a purchased perks becoming available for purchase.
